Tuesday, May 12, 2020 | 12:30-13:45 | Zoom Webinar | Prof. Beat Hintermann, University of Basel Abstract: We implement `Pigovian mobility pricing' in a large-scale randomized control trial Switzerland. We compute and monetize the external costs of travel related to climate, health and congestion for a sample of 3,700 individuals that we track using a smartphone-based app during eight weeks. After four weeks, we communicate the monetized externalities to a third of the participants in weekly e-mails. Another third receives the same information plus a mobility budget, from which we withdraw the external costs (this simulates paying a tax). The remainder serves as a control group. We find significant effects for pricing, but also for information alone. The average elasticity of total externalities with respect to the price is -0.13. Health externalities are reduced about equally by the information and pricing interventions. In contrast, congestion externalities mostly respond to pricing, and climate externalities mostly to information. (This is work in progress.) | |

One type reduces solely local pollution (e.g., use of particulate matter filters) while the other mitigates global pollution as well (e.g., application of fuel saving technologies). In the framework of a 2-country endogenous growth model, the implications of different degrees to which global externality is internalized are analyzed.
